Formulasi Pemilihan Wali Nagari Melalui E˗voting Di Kabupaten Agam

Overall, the second phase of the Pilwana process in Agam Regency went smoothly and was successful. Even though there were some minor problems in the field, they were quickly resolved by the core technical team assisted by teams from BPPT and PT INTI. Behind the success of the Pilwana there were several other problems that occurred, such as the limited regional budget of Nagari while using e-voting required a lot of costs, especially electricity costs, because in carrying out e-voting using one touch screen computer, and two laptops, meanwhile in the breakdown of costs there is no fee for ATK, the burden is borne by TPS, plus the cost for TPS members is very minimal. Not only that, there was a lack of socialization so that the community knew little about Pilwana. The aim of this research is to find out how the formulation of the election of the village mayor is through e-voting, to find out the inhibiting factors in selecting the village mayor through e-voting, to find out the supporting factors for the election of the village mayor through e-voting. This study used a qualitative approach, a case study research strategy, and data collection in the form of structured interviews and documentation. Research data were analyzed using thematic analysis and research triangulation in the form of theory and data triangulation. Based on the research conducted, the conclusions were obtained, namely (1) The formulation of the election of a nagari guardian through evoting in the Agam district is based on the Agam Regency Regional Regulation Number 3 of 2016 concerning the election, appointment and dismissal of a Nagari Wali as amended by Regional Regulation Number 12 of 2016 and Regional Regulation Number 13 of 2016 concerning the appointment and dismissal of Nagari officials , where the Regional Regulation also regulates the procedures for Appointment and Dismissal of Nagari Mayors with the EVoting system. (2) The inhibiting factors for choosing a nagari guardian through evoting are several inhibiting factors, namely Damage to Credibility in the election of a nagari guardian, Operational and logistical problems related to environmental constraints, Availability of resources, Disposition, Bureaucratic structure, Low voter participation (3) The supporting factor for the election of guardians through e-voting in Agam Regency is that they get full support from the regional government and the nagari government and not only that the use of the e-voting system in the election of nagari guardians also gets support from the budget and equipment of the e-voting system
